Gozo Channel Company Limited accepts quotations for the removal of sludge/oily water from GCCL vessels to shore facilities.
Instructions to Bidders
Bidders shall: 1. Fill in the Details of Bidder Form and sign the declaration included therein. 2. Provide proof of purchase of quotation document. Receipt must be dated and timed prior to the closing date and time for the submission of quotation (where applicable). 3. Provide evidence attesting to a minimum of two deliveries and installations of a similar nature for each lot. 4. 5. Execute the supply and delivery, subject of this quotation, in accordance with the schedule of quantities and any specifications contained therein and in accordance with the best practices of the trade, to the satisfaction of the contracting authority. 6. Be bound by the Special Conditions and the General Conditions which are deemed to form an integral part of this quotation document. 7. Submit any queries to email address admin@gozochannel.com not later than 4 working days prior to the closing date for the submission of the quotation. Bidders are hereby informed that: 8. The quotation is divided into one lot and bidders may submit an offer for one lot only. Lot will form a separate contract and the quantities indicated for different lots will be indivisible. The bidder shall offer the whole of the quantity or quantities indicated for each lot. 9. Each lot shall be awarded separately to the cheapest compliant offer for the respective lot. 10. Where the General Conditions are in contrast with the Special Conditions, the latter shall take precedence over the former. 11. Gozo Channel Company Limited reserves the right to reject any quotation. 12. In submitting this quotation, the bidder is declaring that all employees engaged on this contract shall enjoy working conditions such as wages, salaries, vacation and sick leave, maternity and parental leave as provided for in the relative Employment Legislation. Furthermore, s/he shall comply with Chapter 424 of the Laws of Malta (Occupational Health and Safety Authority Act) as well as any other national legislation, regulations, standards and/or codes of practice or any amendment thereto in effect during the execution of the contract. The bidder is further declaring that s/he accepts without reserve that, in the event that it is proved otherwise during the execution of the contract, the contract shall be terminated with immediate effect and s/he shall raise no claims for damages or compensation. SPECIAL CONDITIONS
1. The successful bidder shall submit a performance guarantee which shall be for the amount of 10% of the contract value (not applicable). 2. The contract period for the disposal of sludge and oil water from the Company’s vessels will be for a period of three (3) years from the issue of the Letter of Acceptance. 3. The Contractor shall be liable to a deduction of €200 per day, for every day of delay of delivery, including Sundays and public holidays, up to a maximum of 15% of the contracted amount. 4. The Contractor shall perform this service when stipulated by Gozo Channel Company Limited (date, time and place of service to be performed) anywhere within Malta and Gozo as dictated from GCCL from time to time. 5. The above conditions apply in whole for each lot. 6. The Contractor shall own and supply to Gozo Channel Company Limited, an insurance policy covering any structural/machinery/vessel damage and/or damage to the environment, any incidents that results in marine pollution (fire, oil spills etc) as per local regulations or any expense in relation to operational disruptions related to the above mentioned incidents. 7. Gozo Channel Company Limited reserves the right to inspect and test as per Technical Specifications. Gozo Channel Company Limited reserves the right to appoint a third party to carry out the said inspections and tests on its behalf. 8. Should the machinery/vehicles not be fully compliant with the specifications according to the International and local legislation, the bidder will incur the costs of discharging/removal of the non compliant marine paint/s from the vessel involved and will be liable for any operational loss. 9. Gozo Channel Company Limited will neither be responsible for, nor cover, any expenses or losses incurred by the bidder through site visits and inspections or any other aspect of his bid. 10. All bids must be submitted in one original, clearly marked ‘original’ copy. Bids are to be sealed and placed in another sealed envelope/package so that the bid can be identified as one bid submission. All bids must be received by date and time indicated in the quotation. 11. A list of principle services effected during the last 3 years and literature of services being submitted.
12. The sole award criterion will be the price. The contract will be awarded to the cheapest quotation satisfying all the administrative and technical criteria. Gozo Channel Company Limited reserves the right not to choose the cheapest quotation if all the administrative and technical criteria are not meet by quotation submitted. 13. Gozo Channel Co. Ltd. reserves the right to accept or reject any tender and/or to cancel the whole tender procedure and reject all tenders. Gozo Channel Co. Ltd. reserves the right to initiate a new invitation to tender.
14. The validity of the contract is for a period of three (3) year from the last date of signature of Gozo Channel Company Limited. Should Gozo Channel Company Limited cease its operations, or not be able to continue its operations, at any time during the duration of this appointment/agreement, then it shall have the faculty to terminate this agreement by giving a two weeks’ notice in writing to the Contractor to this effect.
15. The bidder shall bear all risks relating to the goods until provisional acceptance at destination. The supplies shall be packaged so as to prevent their damage or deterioration in transit to their destination. Delivery of vessel paint shall be made by the supplier at his own expense to Gozo Channel Company Limited anywhere within Malta and Gozo.
16. The bidder must provide this service seven days a week, twenty-four hours a day as stipulated by Gozo Channel Company Limited when placing order of service. Gozo Channel Company Limited will not be charged any additional expenses (overtime etc) for this service which the bidder might deem, after office hours. Such expense will be borne solely by the bidder. A fixed rate must be quoted for the removal of sludge and oil waters from GCCL vessels from anywhere within Malta and Gozo during the duration of this quotation (three years).
17. Road Tanker and/or barge used by bidder must have same flanged connection compatible with connection on board Gozo Channel Company Limited vessels. Literature of road tanker/barge and equipment used (flanges etc) must be forward together with bid.
18. Road tanker/barge must be certified by the competent authorities to be able to receive sludge and oily water.
19. Bidder must be certified by the competent authorities that it can remove sludge and oily waters to shore facilities.
20. An average of fifty (50) metric tons (total) of sludge and oily water are removed from the Gozo Channel Company Limited vessels every month.
21. Sludge and oily water are to be removed from vessel simultaneously.
TECHNICAL SPECIFICATIONS
1. Any offer for the lot shall include all the items in that lot. Every single alternative option shall have to be included in one offer together with all the other items of that lot. 2. Bidders should submit the following information, or any other relevant literature, in order to enable the technical evaluation of the products being offered: 2.1. Pictorial information in the form of photograph/s (designs are also acceptable); 2.2. Manufacturers’ technical literature and data sheets showing, inter alia, and as applicable, material strength, durability, fire resistance, resistance to corrosion and paint fastness; 2.3. Information on the methods of installation (where applicable); 2.4. Dimensions of the items being offered (where applicable); 2.5. Data sheets indicating the constituent materials, strength, durability, fire-resistance, resistance to corrosion, capacity, and all other relevant information (where applicable); 3. It is up to the bidders to indicate clearly the said warranties in the manufacturers’ literature and, where the wording varies from that requested above, to explain their equivalence. 4. Subject to there being no offers that fulfil these warranty requirements, Gozo Channel Company Limited reserves the right to accept the administratively and technically compliant submission with the best offer in terms of the warranties requested (where applicable). 5. Road Tanker/barge must have the same equipment/flange connection compatible with the connection of Gozo Channel Company Limited vessels. 6. Road Tanker/barge must be certified to be able to receive sludge and oil water. 7. Bidder must be certified, and produce a copy of certification, that it can receive sludge and oily water to shore facilities. 8. A fix rate must be quoted for the removal of sludge and oil waters from GCCL vessels from anywhere within Malta and Gozo during the duration of this quotation (three years). - Back
